This mystery puzzle contains several codes, and multi layer ciphers.

How to solve:

Let's unveil its encypted messages one by one.

1.The Semaphore Code

After decoding we'll get;

Apply Caesar Cipher shift  key 17 to the first row and rearrange the letters.

FNY CKJL UUDIIVVL -->Caesar Cipher Shift17-->OWH LTSU DDMRREEU
OWH LTSU DDMRREEU -->Rearrange the letters-->HOW LUST MURDERED?

Apply Caesar Cipher shift key 11 to the second row and rearrange the letters.

HSWTA ETH RPMUWOEADRE-->Rearrange the letters-->WHATS THE MURDERWEAPON

There are two ways to solve this part
You can solve it by fractional countcount.
-Fractional count is a method to encode a message in different fonts
U assume a letter or shape mostly used in the message to be vovels and then try to solve

Or you just convert the Bookshelf7 font into common alphabet.

2.DER DER DER: More DER -->Sounds like -->MURDER
   Picture of knife symbolize a WEAPON.
3.UUU-->Plural form of U-->Us-->Soundslike-->USE

No  murder weapon use.

Stars are bright

She was standing in the balcony and looking towards the sky 
The force that holds me at constant
Keep always on ground is important
But the moment planned I fall
Dragging me down is unhelpful
Gravity was holding her constant

But in the planned moment she was pushed down
She was helpless when she was dragging down
Feeling stunned and falling rushed

Well there is also a point.
If u check the first letter of encrypted question it says HOLDER.
According to Ariel she was killed by mistake because she was holding the piece of paper
And murderer has to kill the person who was holding that paper.
